What is more important - a notarial deed or a will? i.e. if someone writes a will with a notary public and then writes a second will without a notary public, which will is valid?

According to the Civil Code, a will is equally valid regardless of whether it was drawn up with or without a notary public. In addition, Art. 943 of the Civil Code says that "The testator may at any time revoke both the entire will and its individual provisions."
Considering the above - it seems that in the case you mention, a will drawn up without a notary public is more important.
