Can you legally drive moonshine? Is making moonshine for your own use legal? Is there any penalty for earning moonshine?

By law, making moonshine, even just for personal use, is illegal. If you want to do it legally, you must apply for an entry in the appropriate register. Of course, you need to set up a business and meet the requirements.
If you are caught making moonshine, you may be subject to a fine, restriction of liberty or even imprisonment from one to two years.
In most countries, including Poland, the production of moonshine is illegal without the appropriate permit. The exception is some countries, such as New Zealand, where home distillations are allowed for personal use.
If you want to produce alcohol at home, the safest way is to practice home brewing, which is legal in many countries, including Poland.
