What bulbs to buy for the car? What bulbs are acceptable?
I intend to replace the bulbs in the car headlights with new ones. I have always had such ordinary, yellow, and I would like to buy one with white light. But I heard about the situation that the guy got a ticket from the police because the lights were too low. Probably all the bulbs that I buy in the store meet the relevant brightness requirements? And eventually the mechanic will let me know if something is wrong?

Buy in an automotive store, consult your dealer. The guy you're talking about is probably some DIY who installed bulbs he shouldn't have.
